Officers responded to the Dollar General on Baldwin Street for the report of two customers arguing and
throwing things at one another. Upon arrival, officers observed two individuals matching the description
given getting into a vehicle. Officers contacted the subject in the driver’s seat. After a brief investigation,
Dale Webster, 54, of Thaxton was taken into custody and transported to the magistrate where warrants
for DUI and DUI revoked were obtained against him. (Incident #PD24-04383)

September 4th, 2024 – 11:51PM
Officers were patrolling route 460 east bound when they observed suspicious driving behavior and a
traffic violation that resulted in a traffic stop. Bradley Karnes, 53, of Bedford was subsequently taken
into custody and transported to the Blue Ridge Regional Jail where he was served a warrant for driving
while under the influence and obstruction. He was held on a secured bond. (Incident #PD24-04393)

Officers responded to the 1000 block of East Main Street in regards to a female subject trespassing.
Esther Creasey, 68, of Bedford had previously been barred from the property. Officers issued her a

September 6th, 2024 – 12:29PM
Officers responded to a possible trespassing subject. The female was identified as Melissa Truono, 50,
of Delaware. Officers placed Truono in custody and arrested her for trespassing. She was transported to
the magistrate’s office where a warrant for trespassing was obtained. (Incident #PD24-04402)

September 9th, 2024 – 10:40AM
Officers responded to the 1600 block of Shady Knoll Avenue in reference to a report of property
damage. The officer observed marks to a door frame. It appeared that someone attempted to gain entry
but was unsuccessful. The Detective Bureau is investigating. (Incident #PD24-04411)

September 9th, 2024 – 12:00PM
An officer was contacted at the Bedford Police Department for the report of a fraud. A male subject
contacted the victim and claimed to be the police and told them that there was a warrant for their
arrest and they would need to pay money to have it removed. The victim removed money from their
account and deposited it into a kiosk. The victim only wanted to make a report of the incident. (Incident

September 9th, 2024 – 1:15PM
Officers received a report of items missing from a storage unit. Other items in the unit were left in
disarray. There were no signs of forced entry and the lock was on the door upon arrival. The Patrol
Division is investigating. (Incident #PD24-04414)

September 10th, 2024 – 3:00PM
Officers responded to the 1000 block of Baldwin Street in reference to a fraud. The bank informed the
victim that they had stopped a check that appeared to be fraudulent. The check was stopped and no
money was lost. A case number and a copy of the check was provided. (Incident #PD24-04417)

September 10th, 2024 – 10:29PM
Officers were on patrol when they observed suspicious driving behavior that resulted in a traffic stop.
The driver was identified as Donald Beverly, 46, of Bedford. Dispatch advised Beverly was wanted on a
capias. Beverly was arrested on the capias and transported to Blue Ridge Regional jail where he was held

Officers spoke with an individual who reported the theft of political signs. Officers advised they would
perform extra patrols of the area to help deter future theft and obtain a possible lead if the incident

1111 Turnpike Rd
September 12th, 2024 – 12:56PM
Officers responded to the YMCA in reference to a larceny of a license plate. Upon reviewing surveillance
footage, an unidentified male subject can be seen removing the license plate and attempting to place it
on his vehicle. Officers entered the tag as stolen. A few days later, an officer with Roanoke City Police
Department contacted BPD to inform officers that they recovered the stolen tag. Officers later obtained
a misdemeanor warrant against Hunter Wissinger, 27, of Bedford for altered and forged license plate.

September 12th, 2024 – 4:37PM
Officers responded to the Dunkin Donuts for the report of a threats call. It was advised that an employee
came in to work and two subjects were waiting for the employee in the parking lot. Dispatch advised
that one of the subjects had come to the door and flashed a gun to the employee. Officers later
obtained charges for both subjects, one of the subjects being a juvenile. (Incident #PD-04435)

Officers were patrolling the Walmart parking lot when they observed a subject known to have an
outstanding warrant for an animal cruelty charge. The subject was contacted and advised of the
warrant. Dixon Smith, 19, of Bedford was arrested and transported to the magistrate’s office where he
was granted an unsecured bond. (Incident #PD24-04436)

September 13th, 2024 – 11:00AM
Officers responded to Atlantic Union Bank in reference to a subject receiving a fraud call. The victim
received a call from someone claiming to be from the Bedford County Sheriff’s office. The caller seemed
to have spoofed the number making it look as though it was in fact coming from the Bedford County
Sheriff’s Office phone number. The caller advised the victim they had missed court and instructed them
to send money. The victim withdrew money and deposited it into a kiosk. The caller then advised the
victim that they would need to send more money for missing federal court. The victim went back to the
bank to make another withdrawal. The bank teller grew suspicious and informed the victim that they
were being scammed. (Incident #PD24-04437)

Officers were patrolling the area of Moneta Road and Burks Hill Road when they observed a vehicle
displaying suspicious driving behavior. A traffic stop was initiated and Lecan Perdue, 33, of Roanoke was
later placed under arrest for driving under the influence. She was transported to the Blue Ridge Regional
Jail where she was held without bond. (Incident #PD24-04443)

Officers were dispatched to Walmart for the report of a larceny. After some discussion with asset
protection and officers, Jennifer Ribble, 42, of Roanoke was issued a summons for larceny. (Incident

September 15th, 2024 – 8:24PM
Officers were dispatched to 720 Blue Ridge Ave in regards to a disturbance. While on scene, officers
were informed by dispatch that Kaziwa Osman, 33, of Herndon was wanted out of Lynchburg for a
failure to appear warrant. Osman was arrested and transported to Blue Ridge Regional Jail and was
released on an unsecured bond. (Incident #PD24-04450)
Pursuit
E Main St/Independence Blvd
September 16th, 2024 – 2:30AM
Officers were patrolling the area of route 460 when they observed a vehicle exhibiting suspicious driving
behavior. The vehicle pulled into a parking lot and officers got behind the vehicle. While officers were
stepping out of their patrol vehicle to approach the driver, the vehicle drove away. While pursuing the
vehicle, officers observed what appeared to be passenger arms waving out of the window appearing to
be in distress. Officers then observed two females exit the vehicle before it continued to flee. With the
assistance of Bedford County Sheriff’s Office, officers pursued the vehicle to Campbell County and later
terminated the pursuit. The driver was later identified and charges are pending. (Incident #PD24-04451)

Officers responded to the 1000 block of Billie Leighs Court in reference to an individual that was
previously asked to leave the property and not return. The individual was identified as Melissa Truono,
50, of Delaware. Truono was placed under arrest and transported to the magistrate’s office where
charges for trespassing were obtained against her. She was held without bond. (Incident #PD24-04463)

September 19th, 2024 – 1:32PM
Officers responded to the 1500 block of High Acre Road in reference to a property damage. Officers
observed a PVC drainage pipe that had been damaged. The patrol division is investigating. (Incident

700+ Reserview St
September 20th, 2024 – 7:18AM
Officers responded to the 500 block of Burks Hill Road in reference to a motor vehicle crash. Officers
found the suspected vehicle in the 700 block of Reserview Street. The driver was identified as Derek
Nichols, 35, of Bedford. Dispatch informed officers that Nichols had an outstanding capias. Nichols was
later transported to the magistrate’s office where he was served on the capias. Officers also obtained a
warrant for driving under the influence. (Incident #PD24-04478)

September 23rd, 2024 – 3:20PM
Officers were patrolling West Main Street and Blue Ridge Avenue when they observed a vehicle
committing a traffic violation. After the officers pulled behind the vehicle they noticed further traffic
violations therefore stopping the vehicle. The driver was identified as Samuel Lewis, 66, of Richmond.
Dispatch advised that Lewis was wanted for a felony destruction of property out of Richmond, Virginia.
Lewis was placed under arrest and transported to the jail where he was granted an unsecured bond.

900+ Windy Ridge Dr
September 23rd, 2024 – 2:30PM
Officers responded to the 900 block of Windy Ridge Drive in reference to a possible fraud. The victim
reported being on their computer when a window popped up advising them to call Microsoft and
provided a number. While on the phone, the suspect was able to gain access to their computer. The
victim also provided the suspect with some of their banking information. At the time of the report, no
money had been taken from the victim. Officers advised them of next steps to ensure their financial

DUI Arrest
Forest Rd/Coral Ln
September 24th, 2024 – 8:00PM
Officers were directing traffic near the 3000 block of Forest Road due to an unrelated traffic crash. While
directing traffic, a vehicle attempted to go around officers while they signaled for it to stop. The driver
eventually stopped and officers confronted the driver. Kurt Willmann, 34, of Vinton was later
transported to the magistrate where officers obtained charges for driving under the influence and open
container against him. He was set to have a bond hearing when sober. (Incident #PD24-04492)
Possible Narcotics

September 26th, 2024 – 8:20AM
Detectives were traveling in the area of 460 west when they observed a vehicle exhibiting suspicious
driving behavior. Officers ran the tag on the vehicle and it returned as belonging to a different vehicle.
The detective stopped the vehicle and later located suspected narcotics. (Incident #PD24-04500)

1412 Dawn Dr
September 29th, 2024 – 7:21PM
Officers responded to 1412 Dawn Drive in reference to a hit and run. After a brief investigation, the
suspect was identified as Joseph Hancock, 58, of Bedford. Hancock was later transported to the
magistrate’s office where charges for felony hit and run and driving under the influence were obtained
against him. (Incident #PD24-04508)
